“Telangana First To Categorise SCs”

Telangana has become the first state in India to officially start the categorisation of Scheduled Castes (SCs) under a new law – the Telangana Scheduled Castes (Rationalisation of Reservations) Act, 2025. The government issued a notification on April 14, 2025, making it the start date for the new reservation system.

This move follows a Supreme Court judgment from last year that allowed states to create sub-groups within SCs and STs to give better opportunities to the most disadvantaged sections.

What’s New?

The Telangana government has divided SC communities into three groups based on studies about their education, jobs, social, and political status.

  • Group I: 15 sub-castes that are most backward will get 1% reservation (even though they form just 0.5% of the population).
  • Group II: 18 sub-castes that had limited benefits earlier will now get 9% reservation.
  • Group III: 26 sub-castes that are relatively better off will get 5% reservation.

The changes were prepared by a Cabinet committee led by Irrigation Minister N. Uttam Kumar Reddy and Health Minister C. Damodar Rajanarsimha.
